Subgrant program

The NC ACCESS subgrant program is designed to support NC charter schools committed to serving a greater number of educationally disadvantaged students. The NC ACCESS Program will award over 90% of its $36.6 million CSP grant directly to schools to support their commitments to better serving all students.

Each year from 2018-2022, the NC ACCESS Program held a competitive application process to award subgrant funding to schools in four different categories: Planning and Implementation, Implementation Only, Expansion, and Replication. Learn more about the program and our subgrantees below.

 

WHAT Types of SUBGRANTS were awarded?

Eligible charter schools could apply in one of four categories:

  1. Planning and Implementation for newly approved schools

  2. Implementation Only for new schools open less than 3 years

  3. Expansion for high-quality schools open for more than 3 years and increasing enrollment

  4. Replication for high-quality schools replicating their model

 

WHAT were awarded schools required to do?

Subgrantees must demonstrate a commitment and plan for increasing and supporting a larger educationally disadvantaged (ED) student population in their school. Program requirements include:

  1. Ambitious ED student enrollment growth and recruitment plan

  2. Implementation of a weighted lottery

  3. SMART goals

  4. Education, discipline, and school climate plan tailored to ED students

  5. Implementation of a parent/community advisory council

  6. Plan to provide transportation

  7. Plan to provide comprehensive school lunch program

 

How did SUBGRANTS support schools?

Subgrant funds are intended to support activities related to opening and preparing for the operation of a new or expanded charter school which can include:

  1. Preparing teachers, school leaders, and specialized instructional support personnel, including through paying the costs associated with:

    1. providing professional development; and

    2. hiring and compensating, during the eligible applicant’s planning period.

  2. Acquiring necessary supplies, training, equipment (including technology), and educational materials (including developing and acquiring instructional materials).

  3. Providing one-time, startup costs associated with providing transportation to students to and from the charter school.

  4. Carrying out community engagement activities, which may include paying the cost of student and staff recruitment.

  5. Providing for other appropriate, non-sustained costs related to activities in opening and preparing for the operation or expansion of charter schools.

 

HOW LONG Did SUBGRANTS LAST?

Subgrantees spend 5 years in the NC ACCESS Program and receive monitoring and technical assistance throughout that period. Schools have up to 5 years to spend ACCESS funds and cannot spend all the funds in less than 3 years.
